U.S. EPA’s Clean Power Plan – Review of the Final Rule and Options for Least-Cost Compliance (Pacific BC Ballroom, Lobby Level)
With their establishment of the Clean Power Plan in August, the President and the Environmental Protection Agency (EPA) set the country’s first-ever carbon emissions standards for existing power plants. The complexity and far-reaching impact of the Clean Power Plan rule underscore the urgent need for coordination and planning among state agencies and the private sector. This session will provide an overview of key points of the final rule and will address reliability, as well as the use of energy efficiency and renewable energy as compliance options – a priority issue for many states. This discussion with EPA leadership will set the stage for the breakout session that follows and for the NASEO Clean Power Plan workshop on the last day of the conference.

With promulgation of the final U.S. EPA Clean Power Plan rule, states are seeking least-cost compliance approaches that also address power reliability and affordability imperatives. Various analyses point to energy efficiency as offering lower cost opportunities that also provide reliability and other benefits. These options have traditionally been underutilized for air compliance purposes. This session will focus on how the rule addresses energy efficiency, including state-led and third party efforts beyond traditional utility demand side programs, and how State Energy Offices can work with their colleagues in state air agencies and utility commissions to devise the best approaches for their state.

Converting Renewable Power to Renewable Natural Gas – Why Power-to-Gas and Biogas Strategies are an Important Part of the Energy-Environment-Economy Solution (Pacific A Ballroom, Lobby Level)
The emergence of “excess” renewable energy on the grid at certain times of the day, and the drive for lower carbon-footprint natural gas are coming together to create a new, potentially affordable clean fuel option. Converting excess “essentially free” renewable power to hydrogen and then renewable natural gas during low electricity demand periods has moved from conceptualization to viable demonstration projects. In addition, biogas and the potential to produce renewable natural gas for use in homes, vehicles, and power production is one part of an affordable, lower carbon energy future. This session profiles several projects and explores how existing state renewable energy and storage policies could be impacted.

Reinventing States Electric Vehicle Programs – An Evolution (Pacific D Ballroom, Lobby Level)
Since the first modern electric vehicles (EVs) were introduced to the market five years ago, State Energy Offices across the country have launched innovative programs to support EVs. Building off of early support from a few states and federal agencies, more and more states have developed their own vehicle and infrastructure investment programs, launched far-reaching education and awareness campaigns, tested vehicle-to-grid storage and grid services options, and implemented meaningful policies at the executive level that signal a strong and enduring commitment to electric vehicles. This session explores the evolution of state EV policies over the last five years, considers the impacts on grid and distribution system planning, and invites participants to discuss lessons learned from program implementation and future goals for electric vehicles in their states.

On the Road to “Ultra-High” Levels of Renewables – Guiding an Historic Transformation
From Hawaii to California and Minnesota to New York, state policymakers are calling for 40 percent and higher renewable electricity goals. And, according to the National Renewable Energy Laboratory, the United States could generate as much as 80 percent of our electricity from renewables by 2050. While reaching such high levels of renewable energy on the grid relies in part on technology innovation, much more is dependent upon reductions in soft costs, application of sophisticated load balancing techniques, cloud-based analysis of real time data, and smart state policies. At the epicenter of this transformation are: mainstreaming rooftop solar; use of advanced wind towers to tap wind in regions once thought to have little wind energy potential (e.g., Southeast), development of baseload renewables such as geothermal and biofuels; storage; enabling the "prosumer" through accurate pricing; and digital initiatives that are boosting existing wind farm capacity factors. This important panel session brings together state and industry experts to discuss technologies, market design barriers, and state policy best practices aimed at achieving renewables growth, power affordability, and continued reliability.

Building management systems incorporating advanced sensors, monitoring, and controls, coupled with smarter, cloud-based analytical software is enabling buildings to achieve higher levels of efficiency and comfort than we realized only a few years ago. How Residential Energy Data Drives Value and Retrofits (Coast Ballroom, Lobby Level)
Increasing access to single-family residential energy data is a key to unlocking several important benefits including: better understanding of home performance, more ways to analyze and improve occupant behavior, proper valuation of high-performance measures, and greater drive for energy-efficient renovations. Ensuring energy-efficient homes receive proper valuation for the energy-saving improvements homebuilders and homeowners make is critical. Appraisers need access to data on green homes to do this, one of the goals of the new “Green Addendum.” This will be increasingly important as we see more demand for green homes and greater uptake in home energy renovations, as is evident in new research from the North American Insulation Manufacturers Association.

Potential Fuel Constraints Due to Demand Changes, Extreme Weather, and Changing Environmental Rules – What's the Energy Outlook in the Year Ahead? (Pacific D Ballroom, Lobby Level)
Last winter's relative calm, from an energy price and supply perspective, was a welcome change for much of the nation. However, over the next several years, extreme cold weather is expected to place pressure on natural gas demand in some states as system demands evolve. Conversely, the National Oceanic and Atmospheric Administration’s prediction of a significant El Niño event could mean warmer temperatures in some northern states, wetter weather in the west, and somewhat lower hurricane risk – if past patterns are repeated. This session looks at the outlook for a few key fuels in specific regions, industry efforts to ensure robust and resilient supplies, and experts' initial outlook to the year ahead.

The first bipartisan, comprehensive federal energy bill in more than six years emerged from the Senate Energy and Natural Resources Committee in July with a variety of meaningful provisions, and Congress is debating action on appropriations as the end of the fiscal year looms. NASEO has been working on a variety of priorities on behalf of the State Energy Offices, and as always is particularly focused on the U.S. State Energy Program. This session provides an outlook of what’s to come, opportunities for states, and an update on NASEO’s SEP outreach efforts.

NASEO’s Clean Power Plan Workshop (Annual Meeting Registration Required)
This discussion-oriented workshop builds on the NASEO Annual Meeting’s Clean Power Plan sessions to delve more deeply into challenges and opportunities faced by states, electricity providers, and other stakeholders as states respond to the U.S. Environmental Protection Agency's Clean Power Plan final rule and proposed programs. The dynamics of changing energy technologies, need for economic development, energy system reliability imperatives, and evolving utility business models make relatively quick compliance plan action extremely challenging. Discussion leaders will guide workshop participants in examining least-cost compliance opportunities that utilize energy efficiency and distributed resources while supporting energy system reliability and affordability.
